SecureNed, important building block for Public-Private information sharing

Project Melissa

In late 2023, the FD reported: "Project 'Melissa' Rolls Up First Hacker Group", noting the crucial role played by Dutch cyber experts from government and business in dismantling part of the malicious cyber network Qakbot, which affected 700,000 computers.

Recently, Project Melissa, in collaboration with the NCSC, released the 2023 Ransomware Annual Review. This report was made possible with input from organizations like Computest, Deloitte, Fox-IT, and the Dutch Police.

SecureNed

The foundation of this review and information-sharing in Project Melissa is the NCSC’s SecureNed platform. SecureNed enabled collaboration between NCSC, Cyberveilig Nederland, the police, and the Public Prosecution Service, helping map the ransomware threat in the Netherlands. This review -the first of its kind- provided new insights into the scope of the problem. Previously, SecureNed helped identify increased cyber risks linked to the Ukraine conflict.

Shared insights

SecureNed, a young partnership by NCSC, focuses on sharing cyber threat and incident data. This allows participants to take proactive measures to mitigate damage. SecureNed operates with privacy-by-design principles, ensuring confidential and protected information sharing when needed.

Scope and further development

With around 100 participants, SecureNed is set to expand under the NIS2 directive. It plays -and will continue to play- a key role in public-private information sharing, alongside the National Detection Network (NDN) and other initiatives. These form important building blocks in a fast evolving landscape for secure, faster and more targeted public-private information sharing, as previously shown in the Cyclotron exploration.

SecureNed’s further development is ongoing, supported by Cyclotron, which fosters collaboration, monitors legal frameworks, and safeguards technology.
